Where was Felix Pardo?

In 2011, the Commission voted to allow unlimited density in the Central Business District.
In the years that followed, height limits soared to 190.5 feet, parking requirements were reduced, and green space protections were weakened.
And during all of it, Felix Pardo was silent.

Rhonda wasn’t on the Commission back then—but she’s been working hard ever since to clean up the consequences of those decisions.

What Rhonda Has Actually Done

Never voted for a zoning change residents opposed
Required early public input on zoning proposals through her new ordinance
Stopped rubber-stamp approvals for outdated, high-density projects

When the Codina project came forward, the zoning code allowed a 190.5-foot tower with 300 units per acre. Instead of approving it blindly, Rhonda helped negotiate a better option:

  • More than 50% fewer units

  • 10,000 square feet of new shaded green space

  • A modest height increase of just 17.5 feet—in exchange for major community benefits

This wasn’t a backroom deal. It was the result of six public meetings, detailed on city agendas and voted on unanimously by the Commission (5–0). Rhonda was there, doing the work. Her opponent? Absent during public comment.
